In 2013, the "High-tech Ship Scientific Research Project Guide" was released, and 21 key research directions such as super energy-saving environmental protection demonstration projects and high-tech special ships were proposed.

On May 7, the Ministry of Industry and Information Technology released the "Guide to High-Tech Ship Scientific Research Projects (2013 Edition)" (hereinafter referred to as "Guide"), and proposed engineering and special projects, key supporting equipment, basic common technologies and standards, and international new 21 key directions in the field of new norms of the Convention. Li Dong pointed out that based on the implementation of the strategy of building a maritime powerhouse established by the party's 18th National Congress, aiming at the restructuring and transformation of the shipbuilding industry in the three years after the "12th Five-Year Plan", focusing on the needs of the domestic and international ship market, the Ministry of Industry and the Ministry of Finance and the Ministry of Finance organized industry experts to develop The 2013 "High-Tech Ship Scientific Research Project Guide". The Guide proposes three major projects and special projects for super energy-saving and environmental protection demonstration projects, clean energy engines and high-tech special vessels. The engine project results must be verified by the ship. This is a new requirement for the marketization, industrialization and specialization of high-tech ship scientific research. It reflects the profound changes in scientific research concepts and is also a new highlight of this year's Guide. In addition, focusing on areas where ship technology is relatively weak, the Guide sets 18 key research directions in key areas such as key supporting equipment for ships, basic common technologies and standards, and preliminary research on new norms of new international conventions, guiding enterprises, universities and research institutes. Break through some key technologies with strategic leadership, solve a number of core technical problems that restrict industrial development, and explore a number of forward-looking and applied basic technologies that affect future development.
Li Dong pointed out that the energy conservation, environmental protection and safety of ships are the most significant trend in the development of domestic and international shipping market technology, and also an important direction for the latest requirements of international conventions and regulations. In the current fierce competition in the international market, whoever is the first to apply the latest technology of energy conservation and environmental protection to ship development, who will own the market. The Guide proposes to select a number of ship types among the three major ship types of oil tankers, bulk carriers and container ships as super energy-saving and environmental protection demonstration projects, and to break through clean energy and renewable energy applications through comprehensive development of energy-saving and emission-reduction technologies and equipment. Key technologies to comprehensively improve the overall technical level of China's ship energy conservation and environmental protection; The Guide also puts forward high technical and economic indicators for super energy-saving and environmentally friendly ships, requiring that the average daily fuel consumption of a single ship should be reduced by more than 40% compared with existing similar ship types. The Ship Energy Efficiency Design Index (EEDI) is more than 30% lower than the International Maritime Organization (IMO) EEDI baseline.
In response to the IMO energy conservation and emission reduction regulations and the development trend of clean energy engine technology, and the different needs for inland, coastal and offshore applications, the Guide clearly states that the key technologies for clean energy marine engine design/manufacturing will be carried out in stages and in steps. Development of typical prototypes and systems, development of natural gas and dual-fuel engine series products with independent intellectual property rights, forming independent research and development capabilities.
At the same time, the Guide selects four types of vessels, namely liquefied natural gas (LNG) fuel refueling vessels, polar multipurpose transport vessels, super large automobile ro-ro ships, and fully cold liquefied ethylene gas carriers, for different needs of the market segments. As the main research direction of high-tech special vessels, we carry out research on key technologies for ship design and manufacturing and the development of key supporting equipment.
It is noteworthy that this Guide attaches great importance to the construction of supporting equipment and standard systems for ocean-going fishing vessels, and lists the development of high-efficiency fishing deck winch systems for deep-water trawlers in the ocean as the research direction of key supporting equipment, and will also be the top of the standard system for fishing vessels. The research is listed as one of the seven research directions of basic common technology and standards, with a view to greatly improving the design, construction and equipment level of China's fishery vessels.
