And the “Regulations on the Application and Use of Motor Vehicle Driving Licenses” (Order No. 123 of the Ministry of Public Security, hereinafter referred to as “Order 123”) clearly clarifies the traffic management departments of public security agencies participating in the review of school bus permission conditions and issuing school bus signs and qualifications for school bus drivers. Order No. 124 clarified the responsibilities and issues involved in the examination of school bus use permission, the conditions and procedures for the issuance of school bus placards, the school bus registration inspection and retirement system, the daily supervision of the use of school buses, and the qualification and management system for school bus drivers.

According to the provisions of Circular 124, to apply for permission to use school buses, an application shall be submitted to the administrative department of education. The education administrative department shall, after soliciting opinions from the traffic management department and the transportation department of the public security organ, submit an examination opinion and report to the people's government whether or not to issue a permit. After receiving the solicitation materials submitted by the administrative department of education, the traffic management department of the public security organ shall notify the applicant within one day of the inspection of the motor vehicle to check the school bus light, parking indicator, satellite positioning device, escape hammer, dry powder fire extinguisher, and emergency aid. Before the school bus registration, the school bus must carry out safety technical inspection, and participate in safety technical inspection every six months in accordance with the “Regulations on School Bus Safety Management” to ensure the safety and technical performance of the school bus. The valid period of school bus signs is the same as the valid period of safety technology inspections, which is half a year. School buses that meet the retirement standards must be dismantled under the supervision of the vehicle management office.
